Yes it is! (Made in Slovenia )
But I dont use it when watching movies from my computer on TV cause I cant get the picture and subtitles on at the same time. :> If I choose first option there is a picture on the TV but no subtitles. Then option 2 and there is a black screen on TV with subtitles.
But it works perfect with Media Player Classic .

you can use the ffdshow subtitle filter, works great, even though i use ffdshow + vobsub myself
