Well, let's try. These came to my mind:
Cliff2: Devirus, sF
Rexro: peep (nice sniping, but takes time sometimes...)
Pier: McCree (one man clan
Airport: Diivil (damn, thank god I dont have to play against him
Mesto: Tlx, Hakkis and some [TA] players maybe.
Rok: Zonic, ILU
Tokyo: eX... hmm... maybe Skretch (or how do I spell it)
Country: Moose with ssg, Terro with m4.
Urban2: Every good sniper and m4
Cloud: Every good sniper and m4
Riot: Every good m4
Sludge1: Every good m4
Wargroun: Damn I hate those m3's (and I can't hit with it) so... every good m3 player
U3: Every good ssg camper.

Urban - Hard to say since it is not that much plaied. If I really wanted a m8 here I would choose Freeman or Blue vex. (I dislike this map myself;)
U2 - Blue vex, Nufan, Sweetus and ofc Frezzer
U3 - Roof sniping
Old weiw and FX
Cloud - Misse, Titchy (the anoying one)

tokyo - Hmm best Sniper I have met here is prolly Dev and screwface. So I want them
, and old s0liz+freeman. And one more, eX is a god here in my opinion. (with mp5)
c2 - humhum - Termy and BV and misse !!
AQnitro - Have to mention :OwN: ppls
Spiff,Emix Masticore Moos and mac etc. They rock there;;)
Rok - Wizardext , zonic , Skm .
Teamjungle - Circul8 with his mp5+ laser:) and sF .
Riot - Nufan , Bluevex , Sweetus , freeman.
well, I know I forget many ppls here but hey, Cant remember them all. So many good. And I need food now

I'm woundering how you can talk about
"best player on the map"
1st: there arn't so many 1on1 that you are able to decide who's the best.
2nd: they are influenced by teamwork.
3rd: start an 1on1 cup and play the maps on fair servers.
you can only say who is good at map/weapon but can't say who is the best.
the best would own always and everywhere on the map but he doesn't because everyone can be better then the best if he got the right day.
