aq2server problems!

I just set up a aq2server but it aint work :/
can you give me a good action.ini and a server.cfg for it?
i dont know whats wrong but the server isnt available to play :/
in my webinterface the server is online.. dunno.. can you give me some commands as well? pleaassee help me
