3 teams error?

Hello I'm a Canadian guy trying to get USA/Canada into TNG a little bit for a bit of a chance in pace.

But whenever I/We run 3 teams the 3rd team always gets locked or something? How can we fix this or unlock it?

We can`t but TNG dev group can I think :)
