Weighted Rank

How is this "Weighted Rank" working? Do you get a higher Weighted Rank if you get better accuracy ? The guy whos at the top100, lets say.. =InF= ogathy wich is now at first place, he have got 1.79FPM but 1.25 at weighted rank. Ive got 2.00FPM but stil only 0.79 Wighted Rank atm.
So, what makes the Weighted Rank rise for the sky?
