Program for reducing mp3 size?

Whats the best program for reducing the size (=quality) of mp3s?
I formatted my laptop last weekend and had a program for it, but lost it during the format. Still i didnt like that program too much.

Its a converter but just convert to same format and make is less quality.

Now why would you want to reduce the quality? You can't have that small a hd can you? Or maybe you have that many mp3s you warez monkey!

Converting them to mp4 saves a lot of space

Its for my mp3player, want as much stuff on it as possible. 128kbs is enough for that imo, but since most files are 192 or 256kbs i want to convert them to 128kbs. For my pc i just use the highquality ones
and my mp3player doesnt support mp4

Only listen to livesets or radiostreams.. as far as i know they are legal
