What script turns on the fps, so I can see them in-game?

Perhaps it's off your screen 
In that case try cl_fpsx and cl_fpsy. For example I got 40 and 730.

the apr command (for 1.18 at least) is:
cl_fps 1
if it still isn't shown try to tweak cl_fpsx and cl_fpsy just as AssKick3r said, if you leave these at the default values (0 for both) the fps counter should be located at the bottom left corner.
