Weird delay problem -i'll post porn when issue is solved!

so i got this mate of mine, he has this weird delay thing going on at his computer, he have to aim forwall about one meter or smth.. Even on lan partys, some movings at his computer wasnt transmitted to the others. I was siting next to him, and he was moving his mouse left and right, but only at his computer it lookt OK, only half of the movements were transmitted at my computer.
We tryed many things, i even installed, or moved my AQ2 to his computer, using my config etc, nothing changes.. same the wierd problem ..
He have used several different mices, so that couldnt be it?.. ( but all his latest mices was USB's ) even if he switched the mouse to different USB ports at his motherboard. okay, just tested with PS2 instead, mouse not even detected.
He got a Athlon XP 3000+, Asus motherboard, ATI Radeon 9800PRO..
Hes using a TFT screen, 8MS, 60FPS... and he got 1000fps's in AQ2.
i thought that it could be it, turn on vertical sync and so on.. to get a decent justefied "Hertz-Fps".. did that, fps went down to 150-190, nothings really changed..
So, done mostly everything we could.. anyone got any ideas around this? please type it in here !
