Old config maker. cant find (CAN YOU HELP!)

I remember when action quake first came out there was a program that was developed to spam during wars, it would make a word appear over four lines. You could customize what ever you wanted and it would simply create the .cfg and all youd have to do is exec it, and a four line spam would appear.
If anyone can help me find this, would appreciate it, been searching for years... Then a mate told me of this site so Id give it a shot!

Notepad, a monospaced typo (e.g. Courier New) and some creativity.

mate i know how to do that, i want this specific program because it used light green squares, not letters or numbers.
and to the person who knows where to get it, cmon mate

There used to be a bug that allowed you to spam 4-line banners either without your name associated with the spam or with your name appearing only once.
I believe this has been "fixed" in most modern AQ2 implementations.
As for the special characters, you're on your own!
And here I thought he was talking about AQSeaL. Props to anyone who knows what THAT was.
