I don't have sound with the latest AprQ2, but with 1.20 everything was fine.
I have updated anticheat.dll, and tried s_oldresample 1 and s_initsound 1.

Testing with s_testsound 1 in the console gives only a small click.

I use Windows XP Home Ed. SP2 with directx 9.0c.
Sound card: Realtek AC97 Audio

If you really want to use the windows wave sound instead of directsound, search your configs for s_wavonly and set them to 1. Seems that initializing sounds in windows doesnt allow change this value right between snd_restart. Got a fix that one.

I tried both s_wavonly 0 and s_wavonly 1 in my autoexec.cfg, and it still won't work. Somebody else is also having this problem, check this: http://www.r1ch.net/forum/index.php?topic=1476.0 Thanks.
