Apache / PHP / MySQL

ahum i need help
i got Apache (v1.3) MySQL (v4.0.16) and PHP (v4.3.4) installed on Windows 2000 Server 2003 - Enterprise Edition.
Everything works but theres a problem with the variables.
http://localhost/?id=38&edit=yes
or
http://localhost/?id=38
i changed some settings but it still doesnt work :/
Ill add php.ini and httpd.conf
NOTE: Script does work
