There is dir user ( /action/sound/user/ ) . The sounds wich are in
user dir you can play with
voice blablabla.wav and IF other players have the same sound in this directory can hear what you are playing. You can even play all sounds wich comes with maps you have.
Example
voice ../anthrax/heavy.wav (The sound from Bronx map) and so on...
I made few my own sounds and you can get it on

nah - it has nothing to do with the llsound var (low-lag sound), but it can be set to not be allowed on a server.. can't remember the var though..
On the Boomtown cw servers we've disabled the user sounds because they can be exploited.. (you can play a 'leg dmg' sound to fool your enemy and so on)

Yes you can fake wich is bad and should be limited only to user directory.
The cvar to disable voices on server is use_voice "0"
