I know that, that's why I can't understand why you would reload after 1 shot..
If you see two enemies, you use single-barreled so you can shoot 1 shell at the first one, and then the other shell for the other one. Logical stuff..
First of all, silly design feature.. error of judgement i'd say!
And grover; if you have time to reload so you can use double barreled instead of single, you would.. the fact that you start off with single barreled is just a precausion if both guys comes at you almost simultaneously. When you get rid of the first guy, you want double barreled on the next so you can blow that guy to the moon!
Groover, you reload after one shot because you're no longer in combat, and you want to prepare for the next fight. You have no idea wether next fight will be against one or more enemies. This + what senseed says.
It's not a silly design feature. You lose your leftovers in an M4 clip aswell. You COULD ofcourse pluck those bullets out of the clip, but in AQ2 you dont. Exactly the same with HC, when the barrel is bent down the shells fly out and you don't bother looking for the unused one on the ground.

But in real life you wouldn't really let a shell go to waste so easily, and with an m4 clip you would maybe put the unused clip on your body for later. However, correct me if I'm wrong, aq2 displays picking two shells out of the barrels, you never see anything actually pop out.. If this is the case, then it's rather clumsy to pick out an unused shell just to throw it away
In Counter-Strike on the other hand, you do in fact take out all the bullets from the last clip and insert them into the next one like if it was the quickest thing in the world.. Now that I agree is just stupid!
Well the name of the game is still Action, not "Mr. Roberts goes duck hunting with his double-barreled shotgun and low budget."
So it's like... "I dont have time to count my ammo baby, I just reload."
In combat, you wont stop to wonder "I cant reload now, i still have 2 bullets left and I dont want to waste'em" when a battallion of enemies advance on your position. You either empty the clip by shooting or discard it.
