Yes.. They need leader, captain.. Everyone just answers they don't know who is captain or something so it's not moving anywhere. So maybe someone knows who was their captain before?

aq is dead in germany and so are its players, they are inactive, dissappeared or just play 1 game in a month. German clans are kinda dead too, so there are no reinforcements
