Ok,hear me now..
I use cl_maxfps 60 and get a fuckings lag..And my ping gets up to 130-999..Why is that? Can someone explain what fps is or/and have to do with my connection and ping? If I use cl_maxfps 35 i don't get this problem with high ms to the server..

The higher fps (frames per second) u got, the more data u need to send/receive from the server. Like u said, u get a better ping with maxfps 35. You have to send/receive less data to the server.
Your ping depends on several things. FPS, rate and (i think) the res ur playing in.
FPS
In Quake2 your FPS rate governs how many gameworld updates you send to the server, a high FPS will be more gameworld updates and a low FPS will be less gameworld updates. Too high an FPS on a slow untweaked connection will cause very high ping and unplayable lag. It is very important that cl_maxfps is set to a sensible limit or you will saturate your bandwidth.
Rate
This controls network packets so that your connection bandwidth does not get saturated, setting is for maximum bytes per second.
So this is what u have to do: Call your ISP and tell them that you want a stable connection
