You do this.
A) Give a shit if people cheat or not when they play against you.
B) Ask them to record, or no game. If they don't simply blacklist them.
Also I don't think it's "nice to get to know the opponents tactics". They are there for you to find out, but not by directly watching them.

i would say that the majority of the rest of scandinavia (.fi excluded) uses some sort of anti-cheat client.. foremost NC. i've seen some obsolete q2ace clientes here and there..

Hey, everyone, it's exactly these kinds of threads which are making me SICK... There's no reason to transgress, neme thinks alm cheats, he asks whether u agree or not. Simply say yes, no or abstain. There is no reason to turn it into a NATIONAL EMERGENCY. Let's kick racism out of aq2 plz.
Edit: and I'm not pointing any goddamn fingers, it's just so typical how these things can get out of hand for no particular reason. Let it rest please, or if you can't, at least focus on this particular incident instead of pulling open your archive's of would-be cheaters.
