High quality textures don't affect fps in any way.
Yes they do. High quality textures require more memory. Hence if you don't have enough VRAM the game/application will put some of the textures in the main memory, which means slower access times when rendering. This will result in lower FPS. Even if you do have enough VRAM/RAM FPS will be affected by higher quality textures since simple logic will tell you that a large file (texture) will take longer time to transfer and work with than a small one. Think of it as (somewhat exaggerated ) trying to download a large movie clip as opposed to copying a small text file and expecting them to both take the same time to download.
