For me it does, at least on some maps. I had 32bit textures of deepcanyon and had like 40fps when I removed them, my fps were like 70.
Yes they do. High quality textures require more memory. Hence if you don't have enough VRAM the game/application will put some of the textures in the main memory, which means slower access times when rendering. This will result in lower FPS. Even if you do have enough VRAM/RAM FPS will be affected by higher quality textures since simple logic will tell you that a large file (texture) will take longer time to transfer and work with than a small one.
